On July 1, 2026, Meta released a series of announcements that will change how businesses use the WhatsApp Business API. The changes affect pricing, billing model, invoicing currency, and introduce a native AI platform.

1. BRL billing for Brazilian businesses
Meta created a local entity, Facebook Serviços Online do Brasil Ltda., which will now issue invoices in Brazilian Reals (BRL) for businesses with a CNPJ registered in Brazil. The first invoices from the Brazilian entity will arrive in August 2026.
- No price increase for messages in Brazil in this round.
- What changes is the currency (from USD to BRL) and the issuing entity.
- Businesses managing WhatsApp Business accounts for Brazilian clients should verify eligibility via Meta's billing documentation and initiate the two-call currency migration API made available in June 2026.

2. Meta Business Agents launch
Meta officially launched the Meta Business Agent Platform on July 1, 2026. These are native Meta AI agents that operate inside WhatsApp, Instagram, and Messenger. They can answer questions, recommend products, book appointments, and close sales, all autonomously.
The platform combines three elements:
- Knowledge grounding: business catalog, policies, hours, and FAQs.
- System integrations: Shopify, booking systems, support tools, and ERPs.
- Escalation rules: defines when the agent hands off to a human or third-party AI.
Pricing: Starting August 1, 2026, billing is per token at $2.00 per million tokens. This covers both AI processing and message delivery in a single blended charge.
For businesses already using third-party AI: No need to abandon existing solutions. Meta designed the platform to orchestrate its own agents, third-party AI, and humans within the same conversation thread.
3. Service message fees starting October
This is the change with the highest operational impact for most businesses.
Since November 2024, replies sent by human agents or third-party AI tools within the 24-hour customer service window were free. That ends on October 1, 2026.
Meta is splitting non-template replies into two categories:
- Service messages: replies from humans or third-party AI. Will be billed at the same rate as utility templates.
- Meta Business Agent messages: Meta's own AI, billed per token starting August.

4. Global In-App Signup
Meta has made In-App Signup globally available, allowing any business to generate a deeplink for user opt-in capture. The link can be shared via Instagram, Facebook, email, a website, or a WhatsApp Channel.
Once a user opts in, they enter the business messaging journey automatically. This reduces friction for growing an opt-in base organically and in compliance with Meta's policies.
5. Rate adjustments in select markets
For Brazil: no message rate changes in this round. Only the billing currency changes.
Marketing rate increases: United Kingdom, Italy, and Spain.
Utility and authentication rate increases: Hong Kong, Hungary, Romania, Qatar, and Singapore.
Rate decrease: Poland saw reductions in both marketing and utility rates.
Timeline
- July 1, 2026: Meta Business Agents available to partners; BRL billing for Brazilian businesses; global In-App Signup; rate adjustments in select markets.
- August 1, 2026: Meta Business Agent token-based billing begins.
